Vacancy of Logistic Officer at World Food Programme


JOB PURPOSE
To contribute to daily planning and coordination of WFP logistics operations including monitoring of services provided by contracted external organizations to ensure cost-effective operations and that set objectives are achieved in full.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the general supervision of the Head of Supply Chain in the Nepal Country Office:
  1. Contribute towards the development and implementation of SO200999 ensuring compliance with wider logistics policies and WFP standards.
  2. Day-to-day project management of SO200999 and support EPR logistics projects, by:
    1. Following up on operational activities following standard processes and contributing directly or indirectly, to the effective implementation and delivery of services to WFP partners and stakeholders.
    2. Supervising the EPR project team of national staff and short-term consultants.
    3. Liaising with internal & external WFP partners and stakeholders, government and donors.
    4. Monitoring and analysis of project risks and recommending mitigating actions.
  3. Conduct regular financial analysis and budget reviews to ensure expenditure is in accordance with project planning, drawing out insights and recommending actions to senior staff to optimize use of available funds.
  4. Monitor and contribute to consolidation and preparation of procurement and pipeline planning, and to operational supply chain management of SO200999 (procurement, storage and NFI management), including checking documentation, inventory, loading and discharging, transport and handover of NFI to WFP partners.
  5. Collate data and contribute to preparation of accurate and timely reporting, including M&E of Key Performance Indicators (KPIs), supporting WFP-wide view of logistics activities that enables informed decision making and consistency of information presented to stakeholders.
  6. Collect and analyze data through research and networking with colleagues and partners to recommend actions to senior staff in order to improve performance of logistics operations supporting the EPR projects.
  7. Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
  8. Support the capacity building of WFP staff and partners for efficient and effective delivery of NFI management and service provision activities through the design and review of SLAs and Proforma invoices.
  9. Provide substantive contributions to regional/country context analyses and to the management of project related Emergency Preparedness activities in support of operational challenges and optimization recommendations.
  10. Build and maintain productive partnerships mostly at the operational level and collaborate with internal and external counterparts holding key Emergency Preparedness and Response functions contributing to an integrated Emergency Preparedness approach in line with the project’s strategy.
  11. Act as EPRP CO focal point, follow emergency logistics preparedness practices, participate in the preparation of CO Logistics Emergency preparedness and Response projects to ensure WFP are able to quickly respond and deploy NFI and food to affected areas when required.
  12. Provide technical support and guidance to other CO units, particularly for emergency preparedness and response (EPRP) for the country office.
  13. Participate in the on-going review of internal processes and procedures and identify ways to increase the day to day efficiencies.
  14. Act in an assigned emergency response capacity as required to meet emergency logistics assistance needs.
  15. Other duties as required.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, of First University degree with additional years of related work experience and/or training/courses.
Language: National Professional: Fluency (level C) in English language and the duty station’s language, if different.

DELIVERABLES :
  1. Standard operating procedure and mechanism established for EPR project management, that clarifies work plans, milestones and reporting requirements for individual EPR team members.
  2. Project budget, resource allocation and procurement planning is updated and transparent.
  3. Accurate monthly, quarterly and annual SPR and donor reports submitted on time.
  4. SO200999 project implementation on time and year 1 milestones achieved:
    1. Land allocation agreements signed of 3 of 6 Forward Logistics Bases and construction started.
    2. Gaps/Needs assessments of trails conducted on vulnerable VDC’s in mid and far Western region.
    3. Local level training needs assessment conducted that identifies government and humanitarian staff requiring EPR training.
    4. institutions most appropriate for delivering emergency logistics and telecommunications training Identified and enabled.
    5. Assessment of NFC capacities conducted to improve food supply chain management and inventory control.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
  • 3 or more years of professional experience in humanitarian response, including relevant experience in humanitarian emergency logistics operations and liaison.
  • Experience of managing teams of staff with related areas of expertise.
  • Proven and demonstrable project management skills across the entire project cycle including project design, budget management, implementation, reporting;
  • Strong organization, communication and coordination skills;
  • Experience in developing and administering operational budgets;
  • Experience in logistics emergency operations in a humanitarian environment;
  • Effective interpersonal communication and negotiation skills;
  • Demonstrated skills in collaborative problem-solving, lateral thinking and prioritization in high-pressure working environments;
  • Experience with Logistics Cluster coordination and common service provision is preferred;
  • Fluency in English is required. Working knowledge of Nepali is an advantage.
