The IFRC’s work focuses on four core areas: promoting humanitarian values, disaster response, disaster preparedness, and health and community care. Positions in the IFRC may be based in the main office in Geneva (Switzerland) or in field offices around the world. A career in the IFRC will involve working alongside colleagues from National Red Cross and Red Crescent Societies, supporting, coordinating and facilitating the humanitarian work we undertake. The role of the secretariat in Geneva is to coordinate and mobilize relief assistance for international emergencies, promote cooperation between National Societies, and represent these National Societies in the international field. The role of the secretariat in the field delegations is to assist and advise National Societies with relief operations, advise on development programmes, and encourage regional cooperation. In response to significant humanitarian needs following the earthquake in Nepal, the IFRC has launched a 33.4 million Swiss franc emergency appeal to provide vital services including food, shelter and water and sanitation assistance for 75,000 vulnerable people. Education

Master’s degree in Development Studies and Social Work or related degree and/or demonstrable experience
Trained in social community empowerment or development and communication

Experience
Minimum of 5 years’ experience in social mobilization/inclusiveness and community organising in development and/or Protection and Gender and/or emergency contexts
Substantial experience designing and facilitating skills and knowledge building training and capacity building interventions for a variety of stakeholders.
Experience of working for the Red Cross/Red Crescent
Demonstrated experience in programme identification and design, assessment
Experience in humanitarian relief and emergency response setting
Substantial experience designing and implementing social accountability mechanisms
Experience working with vulnerable and marginalised groups

British Red Cross (BRC) a member of the Red Cross Red Crescent Movement (RCM) is committed to increasing impact of the RCM by supporting communities and individuals to better prepare for, withstand and recover from disasters, conflicts and other crises. Under the 2019-24 Corporate Strategy BRC has been increasing its support to the RCM’s disaster response operations around the world in the areas of disaster preparedness, health and social care, water, sanitation and hygiene, disaster risk reduction, and organisational development.
In Nepal BRC is supporting Nepal Red Cross Society (NRCS) in implementation of DFID supported DRR project entitled Strengthening Urban Resilience and Engagement (SURE) to improve the urban disaster resilience of municipal governments, the Nepal Red Cross Society (NRCS) and citizens, including specific vulnerable groups. The programme works in seven municipalities across three of Nepal’s major urban centres over a five-year period (September 2016 – August 2021).

The Senior CEAL/GESI/PGI Officer will sit within the structure of the British Red Cross’ Nepal Office in Kathmandu and will support the PMEAL and SURE programme as well as collaborating with the SURE Programme and NRCS team. This role will require the incumbent to travel within Nepal to project sites.
From the 1st of July 2020, American, Canadian and British Red Cross are joining Red Cross Nepal Country Consortium led by Danish Red Cross in Nepal. This position will transition into consortium position from 1st July 2020, with transitioning to support all consortium projects.

Job purpose
The Senior CEAL/GESI/PGI Officer will ensure that SURE programme is applying appropriate programme quality and accountability interventions at every level; community, district/provincial and headquarters. The Senior CEAL/GESI/PGI Officer will specifically make sure that robust accountability strategies are fully functioning in all operational areas ensuring accountability towards programme participants including community members/citizen, government bodies, partners and back donors.
The Senior CEAL/GESI/PGI Officer will ensure alignment with global best practice in accountability as well as donor requirements, community needs and partner priorities. The Senior CEAL/GESI/PGI Officer will work closely with counterparts in NRCS and with project stakeholders to ensure a high level of awareness and capacity when designing and implementing humanitarian interventions, including adherence to CEA (Community Engagement & Accountability), GESI (Gender, Equality and Social Inclusion) and PGI (Protection, Gender and Inclusion) and CHS (Core Humanitarian Standard).

The Senior CEAL/GESI/PGI Officer will support NRCS to develop relevant and appropriate strategies to reach and meet the needs of the most vulnerable groups generate learning related to Leave No One Behind/Gender Equality and Social Inclusion and documentation of programme learning in coordination with IOD PARC (DFID MEL unit) and BRC CEA Advisor, across all-funded programmes, and provide practical support to NRCS staff and volunteers to do ensure quality implementation, learning and documentation.

Job duties and responsibilities
• Capacity building and support to Programme team and NRCS staff and volunteers on community engagement, accountability, gender, protection and social inclusion.
• Provision of regular, tailored technical assistance and training to all front-line staff and, where appropriate, stakeholders such as municipal government, etc.
• Develop and implement innovative strategies to reach and meet the needs of the most vulnerable across all programme area
• Report progress against the outcomes of the CEA/GESI/PGI/CHS strategy to Programme Managers to provide information to donors
• Monitor spending against the CEA/GESI/PGI budget in all Consortium funded programmes
• Ensure all accountability mechanisms (e.g. complaints and feedback) are properly registered, investigated and responded in a timely and appropriate manner and are considered in programme decision making processes.
• Ensure generating learning and documentation of learning and good practices of implementation.
• Create, test and utilize innovative and contextualized means for effective citizen and stakeholder engagement including information sharing, participation in NRCS programming.
• Ensure awareness of and adherence to the Core Humanitarian Standard (CHS) and other minimum standards/commitments for humanitarian responses particularly those that address Gender Equality and Social Inclusion (GESI).
• Link and demonstrate RCRC Movement’s core values, programming principles, strategic objectives, gender equity and equality in programming and behaviours.
• Support, and deliver Consortium CEA/GESI/PGI strategy and plan of action across all-funded programmes; support NRCS to develop a similar strategy.
• Support in updating programme templates/tools to align with LONB/GESI requirements for donor and support in donor reporting on LNOB/GESI and learning.
• In consultation with MEL Unit (internal and external) identify potential learning, good practices and impactful stories and documentation these learning.
• With support from PMEAL and PM lead in developing CEA / LNOB communication materials like newsletter, visual and print documentation.
• Ensure strategies and activities are integrated, mutually supportive and in-line with the overall NRCS Consortium strategies/policies/best practice.
• Oversee the completion of regular mobile phone based surveys and collection of qualitative data in programme areas, ensuring data collected ties in with monitoring framework and accountability requirements, and feeds into evolution of Red Cross activities.
• Capitalise on availability of overarching Red Cross communication tools – hotline, radio show, newspaper column, Facebook, website etc – to support implementation of programmes.
• Support development of targeted awareness raising and behaviour change communication campaigns across funded programmes.
• Ensure the Consortium remains engaged and coordinated with national and international CEA/GESI/PGI initiatives related to Nepal.
• Where appropriate, support NRCS to facilitate focus group discussions and other community outreach systems to inform programme learning and implementation.
• Coordinate with NRCS, IFRC and PNSs in CEA/GESI/PGI related activities especially where shared learning opportunities and standardisation of approaches are possible.
• Identify and develop partnerships with leading disability, social inclusion and child protection organisations to enhance Consortium programming.
• Proactively support NRCS to disseminate and apply learning emerging from CEA/GESI/PGI tools with the RCRC Movement and the broader sector.
• Provide support to all project staff in ensuring that integration and cross-cutting themes are considered in interventions at all levels, especially in project design, budgets, work plans, and trainings.
• Demonstrate a commitment to CEA, GESI, PGI, Child Protection and other key policies and promote awareness and application of these cross-cutting themes within the Consortium and NRCS.
• Document and promote good practices, knowledge management and institutional learning around CEA, GESI, PGI and incorporate lessons learned, best practices and technical innovation in plans and project designs.
• Contribute to the production of case studies, training materials, positions papers and proposals.
• Produce monthly reports on all activities.
